Carlos Salinas de Gortari was president of Mexico from 1988 to 1994. He negotiated the North American Free Trade Agreement.


Carlos Salinas de Gortari was born on April 3, 1948, in Mexico City. He graduated with a Ph.D. from Harvard in 1978. Ten years laer, he succeeded President Miguel de la Madrid as president of Mexico in 1988. He won narrowly and was accused of rigging the votes. He made positive changes in Mexico’s economics, but accusations of scandals offset his success. Salinas voluntarily left the country in exile.
