Percival Lowell was an astronomer, author and mathematician who founded the Lowell Observatory in Flagstaff Arizona. He is best known for fueling speculation that there was life on Mars, a vision that has had enormous impact on the development of Science Fiction. The naming and symbol for Pluto, which was discovered at his observatory, is in part derived from Lowell's initials.
