Joe Clark was born on June 5, 1939, in High River, Alberta, Canada. In 1979, he became head of a minority government. Only six months after he took office, however, his government fell on a budget question. In the subsequent general elections in February-March 1980, Clark's party was defeated by the Liberals. He served as leader of the Progressive Conservative Party from 1976 until 1983. From 1993 to 1996, he served as special representative to the secretary-general of the United Nations for Cyprus.
