Arthur James Balfour was born July 25, 1848 in Scotland and elected to parliament in 1864. He succeeded his uncle, the Marquess of Salisbury, as prime minister (1902–1905). As foreign secretary (1916–1919), he wrote the Balfour Declaration, giving official British approval to Zionism. In 1926 he drafted the Balfour Report, which defined relations between Britain and its commonwealth states.
