John R. Lynch was born September 10, 1847, in Concordia Parish, Louisiana. In 1869 he was elected to the Mississippi House of Representatives, and was reelected in 1871. In 1872 he was chosen speaker of the House and was elected to Congress and was later elected a second time. In 1876 he was defeated for a third term.
